The Commission is designated by the federal government as the State Agency for Higher Education (SAHE). As a designated agency, certain federal competitive grant programs, particularly those that are best administered by an independent body not directly related to a particular system of higher education, may be conducted by the Commission. The Commission has administered the Dwight D. Eisenhower professional Development State Grant Program since 1989, which has now become the Improving Teacher Quality Program under Title II-A of the No Child Left Behind Act of 2001. The primary focus of the grant programs is to enhance partnerships between institutions of higher education and schools to improve the teaching skills of K-12 teachers primarily in the subjects of mathematics and science, but also in the arts, foreign languages, civics and government, history, English, geography, and economics. Approximately $8 million in grants are awarded annually to partnerships that provide high quality teacher professional development in the state's high-need schools.
