Increasing opportunities for professional development for teachers is critical to the success of California’s education system, a system anchored in standards that apply to all students and that are aligned with instructional frameworks, curriculum materials, and assessments. Today, this system faces multiple changes: meeting rigorous, discipline-based standards adopted by the State Board of Education, helping students fulfill competitive requirements for admission to college and university, helping students achieve higher expectations for students entering the work force, addressing the needs of 1.4 million students who speak languages other that English, recruiting and preparing 300,000 new teachers over the next decade, and supporting large numbers of teachers teaching outside their subject area, especially in mathematics and science.
